Rose Strategic Communications was founded by Darren Rose in Fresno, California, in 2010. RSC specializes in the field of public relations, strategic and marketing communications. Darren leverages his experience in politics, his work in Congress, and social media to craft effective communication strategies to inform and influence public opinion, promote awareness of your brand or project to key stakeholders, publics, influencers, and audience segments.
Darren Rose opened Rose Strategic Communications in June 2010. He worked for a Member of Congress for 12 years and in the field of public relations and strategic communications for over 20 years. His experience as a legislative staffer, campaign consultant, and public relations practitioner provide a salient breadth of experience and knowledge to craft and tailor communication strategies for clients.
Since 2011, Darren has served in varying consulting roles for the California High-Speed Rail Authority. Currently, he serves as a Strategic Advisor with the Rail Delivery Partner contract with WSP Parsons Brienkerhoff. He focuses on stakeholder communication and public affairs. Additionally, he is the statewide coordinator for the #Iwillride program and brand campaign. Former consulting projects include three years as Deputy Project Manager for the Regional Consultant team for the Merced to Sacramento Segment of the California High-Speed Rail Authority. From 2011 to 2015, he was a member of the Central Valley Outreach team and worked public outreach for the EIR/EIS clearance of Merced to Fresno and Fresno to Bakersfield. In 2014, he worked as a public involvement specialist for Tutor Perini Zachary Parsons Joint Venture on Construction Package 1 and obtained valuable construction experience.
A lifelong resident of the Central Valley, Darren began his career as a Reserve Deputy Sheriff with the Fresno County Sheriff’s Department from 1993-97, until a major car accident lead to a career change. He began his Congressional staff career in 1998 and served for twelve years. He started as an intern, hired as a Field Representative, promoted to Deputy District Director, then as District Director, where he held this position for six years.
Darren is active in the community. He is a Class 23 graduate of Leadership Fresno and served as a member of the Steering Committee from 2007-12. While on the committee, he was elected as Leadership Fresno's Vice Chairman and Chairman from 2009-2011.
Darren currently serves on the Clovis Personnel Commission. In addition, he's served on multiple boards, including the Greater Fresno Chamber of Commerce and was a member of the Rotary Club of Fresno. He is a graduate of the San Joaquin Political Academy. He has also successfully consulted on several local, state legislative, and Congressional political campaigns.
Additional consulting projects have included work as a Regional Liaison for the California Department of Water Resources Bay Delta Conservation Program during the environmental scoping period. He worked on the groundwater management act for the California Water Foundation, ensuring agriculture stakeholders and Valley communities had a voice in the ensuing legislation.
In 2009, other than becoming a father, Darren's proudest moment was for being honored as a “Hometown Hero” by the Fresno Sheriffs’ Neighborhood Watch Association and recognized with an “Award of Heroism” by the Fresno County Council of Governments for his contributions in providing successful lifesaving first aide to a stranger who had collapsed and died at the Capitol South Metro Station in Washington, D.C. on February 9, 2009.
He is married, has two children and a dog named "Thor."

Margaret Arechiga Tozlian
Margaret was born and raised in Fresno, CA graduating from Bullard High School. After traveling extensively and graduating from Mills College in International Relations, she returned to Fresno to raise her children. While in Fresno, Margaret obtained her Master’s of Arts in International Relations from California State University.
Margaret worked in Senator Barbara Boxers Central Valley field office as District Director. Her duties included, advising the Senator on local and state wide federal issues, over saw Senate visits to the area and was trained on Congressional research services. Throughout her career Margaret has worked in Federal, City and Tribal Governments, non-profit organizations, issues campaigns and with political party and labor organizations.
While at RSC, Margaret has focused on learning about Blockchain Technologies and crypto currencies while applying expertise in government and technology to bridge the informational gap between the two groups.
Since 2011 Margaret has been working with her families construction business overseeing day-to-day activities and modernizing and streamlining operations.
Margaret lives in Fresno and works throughout the state advising tech companies on governmental processes.

Kabrina studied at Academy of Art University in San Francisco, where she majored in advertising. During her time at Academy of Art, she was a four year collegiate athlete that played volleyball. Kabrina was featured in her schools annual spring show, where the spotlight is put on the top students work from each department. She knows the meaning of hard work and dedication, and she doesn't settle for anything less than her best. She brings a fresh creative and design aspect to the table.
